Why doesn't Excel compare cells?

I compare cells C and S, but Excel cannot compare them. Why?

And if, to make to convert to a number, then the comparison works correctly. But how can all cells do this transformation?

Perhaps an extra space? Or the format of the fields is somehow tricky and different.
