Replacing Excel as a database

The departments maintain "databases" in Excel. You understand that this is not the case: databases are constantly confused, broken, heaps of versions appear, etc.

Today, this functionality is being worked out in our automation system, but there is no end in sight to this lesson, but we need to work now.

The next question is what can replace Excel?

The main requirement is multi-user access, web interface, "lightness"
Desirable - integration with AD, open source or a commercial version with Russian-speaking support.

I have been sitting in Excel for many years in a row, but I never noticed
that it had multi-user access and, moreover, a web interface.
It makes sense for you to turn your eyes towards google-docs

You have the answer in the question itself. It needs to be replaced with a database. And here there is already something to think about when choosing a DBMS. It is quite possible that MS SQL Server Express is enough for you, or maybe not.
As for web interfaces, writing pages for data entry is a simple matter, for generating documents, in principle, too - the development of the database structure and the transfer of existing data can take the most time.

To begin with, determine "what this database is for", MS Access may be suitable.
