Why doesn't DHCP relay work on the L3 switch?
Based on this manual, I configured the DGS-3120
switch www.dlink.com/-/media/Business_Products/DGS/DGS%20...
And created an additional area 192.168.4.0/24 on the DHC server (Windows Server 2012) to the existing one 192.168.1.0/24.
Problem: when I connect a PC to any vlan v103 port, the dhcp server gives me an address from the .4.0 area, although it should from .1.0. And when I connect to vlan v104 - it doesn't show anything, the network interface receives the auto-configuration address.

There is a well-known opinion in narrow circles that Dlink switches should not be used at the L3 level.
Of course, from what I see with you, at least you need to remove the DHCP relay from vlan 103, check the routing (assign an address and a gateway to the computer in VLAN 104 by hand) to the windows gateway. Well, you need a diagram.
