Why doesn't ctrl + a work?

The keyboard shortcut Ctrl + A almost everywhere works like the Home key. What could be the problem? How can I fix it? Where to dig?
Such a problem is in the address bar in browsers, in the search in the "files" program, in all inputs on sites, and so on. It seems that the problem is everywhere where the Linux hotkey settings are used. For example, there is no problem in telegram and sublime text (I understand that they have their own binds)

Bought a new laptop. I did not specifically restore the backup from the old one and installed everything from scratch. Yesterday I spent a day on this, today the problem appeared on a new laptop and I don’t know why. Burned out!
PS On Windows, everything works fine. All keys are working and working properly. The problem is in Ubuntu.

You can disable this in Gnome-tweaks - Keyboard and mouse - Emacs input
