Why is the application menu in Ubuntu not working correctly?

The program icons in the application menu in Ubuntu take on a life of their own (maybe they're big today, they're small tomorrow, or they decide to crawl out of the screen altogether), and it all looks disgusting. Also, the animation of the appearance of the menu is incorrect (the icons first disappear, and then they gradually appear). Although if you start the system from a live image (from a flash drive), then everything is in its place, it works clearly.
I tried to reinstall the system, reinstall different drivers, change the resolution.
The video driver version is the latest (460.39).
