Why doesn't conditional formatting always work?

We take the number 29 for consideration. In the specified table, there are links to different cells.
The pattern is that:
- if cell S10 refers to V4, and there we have 29 in the calculation, then the formatting works, 29 turns blue;
- if cell S10 refers to U2, and 29 is also obtained in the calculation, then the formatting does NOT work, 29 does NOT turn blue.
The cell format is the same.
What am I doing wrong?

Because you have a string in one cell and a number in another.

  • Or cast all values ​​to the same type
  • Or cast values ​​to the same type with conditional formatting
