Why doesn't CloudFlare located in Russia block banned RKN IPs?

PS : I'm new to this area so don't hit me~

How can servers with a range of 8.41.37.0/8.41.37.255 be located in Russia ( https://www.cloudflare.com/network/ ) owned by CloudFlare and have the right not to block IPs banned in the RKN, like Rutreker or Linkendin? for me its strange, from a Russian IP you connect to another ALSO Russian IP that operates according to different rules and accesses prohibited sites in Russia. Explain to the fool how it works, aaaa~

Because CloudFlare is a service that provides a CDN and nothing more. Traffic is controlled by ISPs, which CloudFlare is not.
