Why doesn't circle's "cx" attribute change during SVG animation?

At this link https://codepen.io/mrswylet/pen/ExaaQLx you will see an animation example.
There are three of them.
First, resizing - it works. When the first animation starts, the second and third ones start.
Second, changing the fill - it works.
Third, changing the position, in particular I'm trying to animate the "cx" attribute - it doesn't work.
What did I do wrong? Why might the third animation not work?
