Is there an animation for subtitles with render in video?

You roughly know how a chat is played in the periscope (scroll to the middle for an example). With animation, of course, there the animation is played using the interface.
I also have a chat, or rather subtitles. But I need to substitute it in the video editor with a video track. But the animation method for rendering in a video with a transparent layer, or on a uniform contrasting background, could not be found.
It turns out to play around with ffmpeg and then without animation, stupidly rendering subtitles, which is not suitable. Of course, chat capture can be done from the screen during the broadcast. But this is not my case.
Or some script for after effects to try ... here I think only the last one.
I didn’t google anything, I didn’t find animation in subtitle formats.

Perverted version
-Program the desired animation in flash (a simple script that reads text line by line and generates animated blocks with text)
-Convert the resulting swf to video via www.xilisoft.com/swf-converter/how-to-convert-swf-... ( it seems that this is the only converter that honestly renders swf to video with the execution of hardwired code - the rest stupidly pull out video fragments from swf)
