Why doesn't Bootstrap's Dropdown menu work on one computer?

Good morning everyone! On one computer, for some reason, the drop-down menu stopped working. The template is taken by Admin LTE. Until recently, everything worked perfectly, no changes were made in the code. Google Chrome last stands at the person. Of the plugins, only an antivirus and a PDF reader. On the same computer, but in Firefox, everything works fine. On all other computers it's perfect too. The most interesting thing is that when I set the z-index for the menu more than it already is in the developer tools, it is shown, if I write in the layout the same as I set it in the developer tools and reload the page, then again nothing is shown until I set the z-index even higher in the tools . What could it be and how to overcome it?
PS The issue is still unresolved.

And if you do all this with a small example and try to localize the cause. Try on 2 divs to reproduce the problem

If there is Windows XP and bootstrap version 2.3, then perhaps the reason is in chrome itself. Here I also had a similar question on blocks. The collapser from the JS bootstrap in Chrome began to freeze, what is the reason?
