Well, now I've deployed Filezilla Server. Extinguished the IIS service and apache just in case. I launched Filezilla Server and the situation is similar: it enters through the browser, but not through the explorer, it writes the message

2. For some reason, a second explorer window opens:
the first window in which I enter the ftp address asks for a login and password,
