Why does iis ftp work through browser but not through explorer?

Good to everyone!
On win 10, I deployed iis, forwarded the port (not 21 but non-standard) + forwarded the range of ports for data.
On iis itself, in the ftp section, in the router settings and in the Dr. Web (there is a firewall).
After that, ftp only works if you go through the browser.
I come from outside (I use No-IP) i.e. in the browser I enter ftp://mydns.myftp.org:myport/ A
window pops up with a login and password - I enter it and everything is OK and I work with ftp.

And through the explorer, the same address does not work

Details:
200 Type set to A.
227 Entering Passive mode (here is my ip and port)
and each time this port is increased (within the allowable range)

Most likely a problem with passive port forwarding.
Or the IP address is incorrectly resolved.
Alternatively, you can use filezilla server to check. If it's ok, then dig the iss settings.
By the way, for me personally, the question is, why exactly iss?
