Why does Yandex.Direct offer to enable autotargeting?

Why does Yandex.Direct suggest enabling autotargeting on all ad groups? Writes: " The recommendation is shown because your ads do not have keywords configured or the CPC value is too high "
I have all the keywords in quotation marks. Did I do something wrong?
