Why does Windows 7 ask for admin rights if I'm the admin myself? How to decide?

After reinstalling windows 7 x64, I noticed such garbage that programs are not run as administrator. Although the user is an administrator

Because UAC works.
This is such a useful thing for people who work under an administrator account - there are such people, so you have to pervert.
