Why does turning on one computer turn on another?

Greetings!
The problem is this: when you turn on a laptop (with Windows 10), another desktop computer (with Windows 10 and Debian 9) turns on.
Both companies with licenses (Windows 10), on the same network. A self-powered computer with a Gigabyte GA-Z77-DS3H motherboard and it does not have a BIOS setting such as Wake on LAN. Yes, and reset the BIOS to default settings.
There are two operating systems - Windows 10 and Debian 9.
The problem surfaced after the April Windows update, but at the same time a second OS appeared.
Where to dig?

I have the same problem, it is the spontaneous turning on of a computer with a self-powered computer with a Gigabyte GA-Z77-DS3H motherboard, if I turn on my PC with an MSI Z77 MPower motherboard, it is the PC with a gigabyte motherboard that starts this adventure after reinstalling the latest versions of Windows 10 Enterprise 10 LTSC. Hibernation and sleep disabled.
