Why does transform: scale() degrade in one case and not in the other?

I'm making this site vadimbashirof.ru
In the "advantages" and "stages" block, I applied the hover animation trasform: scale() .
But it behaves differently in the "stages of work" the internal content does not lose its quality, and in the "advantages" everything is blurred, although in both cases the content is only text and icons (i.e. vector), why this happens and how to avoid it ?
Maybe there are some alternatives?
