How to create a web interface layout with a diploma database?

Good day. I am writing a thesis on the topic "Interface quality as a factor in choosing an electronic document management system in an organization." Evaluation criteria and requirements for ergonomics of the EDMS have been chosen, and now I want to make a layout of the system using HTML and CSS. But there is a problem, in order to exchange documents in this layout, a database is needed. As planned, when demonstrating the layout, it will show the login (login and password for the boss and subordinate), sending the document (with some attributes, i.e. subject of the document, sending time, execution time, etc.), viewing incoming and outgoing documents. As it was written above, a database is required for these manipulations. Now the question itself: advise how this can be implemented? Is it possible to file the layout itself (server + web part) on a flash drive? What does that require?

I remember a hundred years ago I used the Denver package, which can be installed and run from a USB flash drive, I think this solution can help you. It has PHP, MySQL and everything you need

You just carefully think over the scenario of the show, and in js on any framework you draw what you need. And then in general you do it through static pages. :-)
