Why does torrent speed drop?

Worth utorrent. The average speed reaches 6mb/s and falls sharply close to zero. And it doesn't grow any further.
I tried a bunch of clients, connected directly without a router. Doesn't matter. netbynet provider. Changing content_disposition values did not help
