Why does this window pop up in Google Chrome?

I use Mac. Recently it began to crawl out in the Google Chrome browser, a strange window, on top under the tabs. I am attaching a screenshot. What could it be?

Option 1.
1. Go to chrome://settings -> Show advanced settings (Show advanced settings).
2. Find the “Use hardware acceleration when available” option.
3. Uncheck the box and restart the browser

1. Go to chrome://flags
2. Find Disable WebGL and check the box next to it.
3. Restart browser
