Why does the win2003 server see the win 10 PC, but can't enter the shared folder?

Win10 PC is visible in the workgroup on the server, but when I try to connect from the server I get the message
"No access to ... You may not have rights to use this network resource. The network path was not found"
If on the win10 PC in the network adapter properties disable and turn on the file and printer access service for MIcrosoft networks, then access appears, but before the first reboot of the same PC.

It is very similar to the war for the right to be "master browser". Turn off the Win10 service "computer browser" (or whatever it is now called there). You can through the registry, policies or service management.
