How to differentiate access to files in the office?

We have a small team of developers. There are three programmers, two designers, an accountant and two accounts in the office. We need to have a file system with well-developed permissions separation and the ability to share a link to a file for downloading from outside. For example, a designer should have access to the "projects/Coca Cola/design/" folder, but should not have access to "projects/coca cola/ estimates", "projects/coca cola/ contracts".
It would be cool to build a system of rights differentiation based on Yandex disk What are the options to do this?
