Why does the VPN connection freeze in Windows 7?

It often happens that the VPN connection is not connected, but in network connections it hangs as if it is connected, in the right-click menu there is an option to disable but it does not work.
As a result, nothing can be done with this vpn connection, neither disconnect nor connect again.
Restarting the computer helps but it is VERY inconvenient.
Is there any solution?
Better somehow through the console command to create a batch file and quickly solve the problem if it arises.

somehow I even wrote a batch file for auto-connection with prescribing routes.
