Why does the video card at startup 1 fan spin at 100%?

In the KFA 1060 6 Gb video card, one of the fans (there are 2 of them) began to spin wildly for several minutes when the computer was started. It started half a year ago, at first periodically, now every launch. In MSI Afterburner, the RPM is less than 900. The system is Windows 10. The driver has been updated. I've been using it for a year now and it hasn't happened.

Maybe the tachometer on the fan has outlived its usefulness, or the temperature controller, which will automatically start the fans, KFA is very unreliable.

The fans are controlled by the controller by means, it may be faulty.
