Why does the usb port turn off after connecting the cable?

Hello masters. There is a small problem, it is that my usb port is disabled when the phone cable is connected.
Things are like this:
I connect the cable (and lately, in order for it to work, you need to twist it, press it in the right place, and most likely this is a cable problem, but the phone connector, iphone 4, is specific there, so it could be a problem too)
And I have 4 usb ports on my laptop, two on one side and two on the other. And I noticed that when I connect my cable, and when it is connected, but does not charge the phone, the second port on the same side is also turned off (tested on both sides), and when it still works, the second port also receives power .
Actually, I'm wondering why?
I think that it’s just shorting something in the cable, and this is such a protection for the laptop, but I’m far from all this, and I wanted the knowledgeable to prompt. I will be very grateful for your help. And can you tell me what the connection of such a cable is fraught with?

Is it ok with normal cable?
The USB port can die, or maybe the whole laptop.
