Can the Rasperry pi be connected to a USB PC so that it is recognized as a flash drive or hard drive?

In general, there was an idea to make, so to speak, pocket network storage with the ability to connect to a PC without a network,
is it possible that the Rasperry pi would provide a directory or an entire hard drive connected to it via USB in much the same way as android does?

I don't know if the controller has the ability, but in fact NO . Raspberries are quite voracious and 500mA will not be enough for her. And this is the USB 2.0 standard. Computers often do not give so much.
