Why does the Ublox GPS chip show the location with a "shift" and instead of the city it shows the coordinates of the countryside?

I bought a UBLOX NEO-6M GPS module on Ali on a board ( like this ). I connected it via a USB-UART adapter and connected it with three wires (+ 5v, ground and TX), took it out to the balcony. After some time, a green LED flashed on the board (found satellites), but it gives out the coordinates not of my place, but of a place at a distance of about 40 km. Power resets did not improve the situation.
In the picture, the red dot is the real location, the blue one is what the GPS gives out.

Maybe someone knows what could be the problem?

The tablet has a GPS navigator. From the real place shows with an offset of about 15 meters. And it's a constant shift. It interferes with the fact that when I'm driving along the main road, the navigator thinks that I'm driving along the yard road, and starts changing the route to go to the main road.
Tell me, is it possible to somehow correct the shift to show the real location?
