How to fix the fact of using a GPS signal jammer?

Hello!
I'm trying to find a way to log the use of GPS jammers to check hired drivers. It seems that I have already reviewed all the Internet, but I did not find anything, except for a suspicious device without reviews from the company "hello 90s, let's write a site in a notebook." I thought about using a mobile phone with the appropriate software, but this is not the best option, since it will need to be connected to the car's network.
Who is associated with satellite monitoring systems for transport, how do you catch clever guys with jammers?

Everything has already been thought of.
Since the problem of signal suppression is not new, there are already solutions that are integrated into the GPS receivers themselves. For example, there are GMM-U5J modules that are designed specifically for fleet management and have not only a built-in system that allows, to a certain extent, to reduce the effectiveness of interference, but also issue a warning that there is signal interference. It is enough to analyze:
1. the track in comparison with other drivers, as well as the previous tracks of this driver
2. the duration of the signal loss and the coordinates before / after. If you have real-time monitoring, then after N minutes call the driver by phone "where are you?". If not realtime, then arrange a debriefing afterwards.
Do not forget to take into account real signal losses near the Kremlin/airport (by coordinates before/after), in the tunnel (by coordinates before/after + YandexProbki), in the underground garage (by coordinates before/after + time on the invoice), etc.
