Which phone to choose as a GPS tracker?

Tell me, please, which phone to choose to use it as a GPS tracker?
I want to throw it in the car, connect it to charging, and make it work stably. But which budget model to choose?
It is possible to buy a cheap "LG Optimus F3", but I don't know if it is suitable for such use.
Requirements (ideally) are:

  1. Android 4.0.2 or higher
  2. Good GPS/Glonass
  3. Stable work
  4. Ability to restrict outgoing traffic for everything except the GPS app
  5. GSM
  6. Inexpensive
  7. Live battery (so that it lives constantly connected to charging)
  8. Auto power on when connected to charging (if discharged to zero)

With such requests, it is easier to buy a GPS tracker.
Phones will fail p2, p.4, p.6, p.7, p.8 (and even p.3 will most likely fail)

Phone - to call!
Nothing prevents you from tracking the car through a normal tracker and getting coordinates at a specified frequency for further processing (even with android, even with PHP).
Believe me: trackers will do just that on all counts.

Trackers all work on 2G, if I'm not mistaken. Also, the trackers do not have Wi-Fi. The built-in battery in trackers is often just for weight. And the phone has it all. + Phones hang much less often, as far as I've heard.
Well, I need to use the phone - I decided to work with such a GPS service (map). Advise the phone, please :)
