How do you know which bus stop is?

There is a gps tracker on the transport. How to find out that he stopped (or has already passed this stop)? The tracker sends coordinates every 10 seconds.

1. what is considered a stop?
2. What is the margin of error in the coordinates of the tracker?
3. Do you have the coordinates of the stops?
if it's simple, compare the coordinates from the penultimate and last data packet. if, taking into account the error, they are equal, then the transport did not conditionally move for 10 seconds.
if the vehicle conditionally did not move, its coordinates can be compared with the coordinates of the stop. if the distance is acceptable (no more than a certain limit), you can assume that he is at a stop.
it is possible to determine whether a stop has been passed if you build a movement graph (there are points and there is a motion vector). here it is necessary to calculate whether there was a point, taking into account the error on the graph.
