Why does the TV give a jerky picture when connected from a laptop to a TV?

So, I connect my laptop to the TV via hdmi and see that the image is twitchy and with a long delay. This problem is only on Windows 10, I tried it on linux, everything is clean. I would like to note that only the built-in video card works on Linux, on the laptop intel graphics and mx150.
What to do with it and how to live with it?
PS with the same cable, and with the same video output, everything works perfectly with Sonya
