Why does the site work from a phone, but not from a laptop (PC)?

Good afternoon!
There was already a similar question ( toster.ru/q/73382), but I did not understand what needs to be done. The problem is the following: I am abroad, I can’t open some sites from my laptop (PC), but I open them from my phone. I open websites from a laptop using a phone with 3G as a modem.
The problem is either there or not - sometimes after some time the desired site opens. Then again it does not open (in all browsers). I checked it with an antivirus, cleaned cookies, looked at the hosts - everything is clean. At the same time, other necessary sites fly.
It gives an error in Chrome like this:
