Video portal between offices. How to do?

Good afternoon.
It is required to make a portal to the office in the USA.
I imagine it like this:
In the kitchen in both offices there is a TV with a PC (or better raspberry pi) connected to it + a USB camera with a microphone.
It turns out a constant video link for informal communication between offices.
One of the offices has an external white IP.
Conditions:

  • Always on, day and night
  • When the connection is broken, it should self-repair.
  • Preferably cheaper, or on simple hardware, or even on a raspberry pi.
  • I would like to encrypt the video stream, but we can make a VPN between offices.

There is such a system: jitsi. (Google help) runs in the browser and runs continuously.

Maybe a little crazy, but you can do this:
Adjust crosswise at both points. You have to encrypt with a VPN. The raspberry should be tested to see if it can handle stream encoding.

Well, since there is a white IP in one office, then I would first of all just think about VPN.
And you can throw a stream without ffmpeg - after all, VLC can both receive and encode.
But it seems to me that you will be less confused if you install two nettops with a regular skype. Then you won't need a VPN.
