Why does the site ownership check for Yandex not pass?

I choose option c - I insert the string with verification into the file in catalog/view/theme/oct_luxury/template/common into the header.tpl file - Yandex does not see it (it is also not visible in the developer tools in the browser)

I choose the option with inserting the file into site root - when trying to verify, a message appears stating that robot.txt is blocking the file.
