Why does the site have TIC 50, but PR 0?

Tell me why many sites have a normal TIC, and they have 0 PR. After all, if there are purchased links that the TIC gave, then they should have transferred the PR. Or am I wrong?

Since 2014, Yandex has completely abandoned links: however, they stipulate that this is “not for everyone” yet, but in fact, the issue has changed a lot this year. Yandex now evaluates behavioral factors more. The old TICs are still valid, but according to my observation, there are also fluctuations here: for example, my 1st site, cat. I didn’t buy links at all, except for a few directories TIC fell. But in any case, PR 0 is quite interesting: here either Google fined the site for the same links it once bought, or the site is young and clearly does not develop.

The PR hasn't been updated for a year now, and it's highly likely that there won't be any more.
