Is it a mistake if the markup is html lang="ru" and all the text is in another language?
There is a site in Russian, respectively, the markup <html lang="ru">
is, but there are pages with Ukrainian text. Is this considered a mistake, does it affect search engine rankings, how does the search engine feel about this in general?

this is not correct of course. Not critical for SEO, but can be critical in other cases. For example, when displaying characters, the browser takes this parameter into account.
For example, the translator built into Google Chrome sometimes relies on this parameter and offers to translate the page if the user does not have this language set in the browser settings. Some of my pages with an abundance of text and code were recognized by the author as Serbian and offered to be translated into Russian, until I set lang="ru".
