The easiest way would be to use a ready-made library with a DOM implementation of select.
For example jQueryUI:

1. We estimate how much we want zp per month. Let's say it's 100k
2. In a month, on average, 24 working days of 8 hours. We get approximately 520 rubles/hour
3. Round up to 600 rubles/hour
4. Estimate hours for website development
5. Multiply by 600
6. Throw in 20-30% for unforeseen circumstances.
7. That's the price. Then you can add some more coefficient of greed. Let's say + 10-100%) and that's it
