Why does the site “cut down” when importing goods from CSV to Bitrix?

Online store - 24k goods
Previously, there was a problem with unloading the catalog from the site - the server could not cope (hosting - Taymweb).
Switched to a more powerful tariff, the second of the most expensive tariffs - "Eterno". As a result, I was able to download the catalog from the site.
Then I did a lot of work on goods and properties and decided to fill everything back.
At the first attempt, the site was cut down for an hour. I decided to remove all properties from the file and leave only one column with a property and one column with an ID - two columns in total.
In the end, it still didn't work.
How to solve this import problem? Taking an even more powerful tariff is somehow not willing and ruinous, since now my tariff costs 1k per month, it’s too fat.

1k per month do you mean Russian rubles? This is very little.
I recommend taking Amazon EC2 son t2.small for Bitrix: 1 virtual CPU, 2GB RAM 50GB SSD (this configuration cost us about $ 70 for the month when I last paid) - well, this is just a great option, only you need to spend more money at the beginning for setting.
