Does Bitrix disappear linked elements by itself?

There are 2 sections in the admin panel, branches, and services.
The selected services are linked to the tracking through the binding of elements.
Everything works correctly, but for some reason after some time all the selected services disappear.
No idea why, what could be the mistake that they disappear on their own after a while?
Can they even clean up on their own?

PS I learned that services are loaded with an excel file and the old services attached to the department are destroyed. Now the binding of services works by the ID of the selected service, please tell me if it is possible to make the binding work not by the service ID, but by the property of the "PROPERTY_CODE" element (When new services are poured over the old ones, it is not updated)

most likely, some kind of event is triggered to update the elements (here you can see which elements are updated with a certain frequency), for example, some property, and the update occurs through element-> Update, while the properties are not listed all, that's not listed and disappear .
