Why does the same application display differently on different computers?

Here is the display on the first computer:

What does this "blur" depend on? And how to fix it? I want this application to be as clear on the second computer as on the first)

Different scaling in Windows 10 causes blur.

Because computers are different. And the settings for applications on each of the computers are also different.
You can see from your screenshots that the panels can be dragged. They need to be grabbed by the vertical 5 points. And so, if you go deeper into the application settings, you can also change the contents of these panels. Remove some buttons, add others, etc.
