Why does the program work normally from a flash drive, but gives an error when launched from a hard drive?

Error 12007 is internet access, can't get address from domain name. Problem on one Windows 8.1 computer. Although it’s possible that it’s not even a computer issue, but a folder, but at the same time, the folder is the most common. When transferred from this folder to a USB flash drive, the program starts working normally.

There are probably other files in the folder, but you can't see them.

Apparently your program is simply non-portable. Portable versions of programs can be easily carried from one place to another, and they are often put on flash drives to always have at hand. But not all programs are portable. Some register, scatter their libraries into different folders, and it’s impossible to simply transfer them ...
