How to put full access to folders in Windows 8?

Hello, I searched on the Internet for a long time, someone launches something through Run, someone through the console, someone through the control panel, but it doesn’t work out for me, it’s Administrator, but I can’t delete some folders, I can’t change the rights to them either, in Run finds nothing, the command line gives errors, and there are no Local settings in the control panel, help with this matter, I need to make sure that my account can completely delete any folders on my computer.

You cannot change permissions. See who is the owner of the folder. If not, delete via Linux live disk

So, to absolutely any - no way. This is specific to windows 8+.
Judging by the failures you describe, you have a home version of the operating system. Since the right to delete any-any folders and complete control over the system, according to the fair understanding of Microsoft, is not needed by the home user, the ability to join a computer to a domain, manage user groups, security policies, and some other functions in the home version were disabled.
If you have a desire to control - or change the version to "Prof".
To gain access, you can use the "folder-pkm-properties-security-advanced-change ownership". Don't forget to make a backup copy before experimenting.
