Why does the program slow down for one RDP user?

There is a Windows server 2012 r2 server (pirated) and 15 PCs, 7 PCs are connected to the server for active work, 5-6 PCs have one program working fine, for the 7th user the same program is terribly slow, even if you log in from another PC under the 7th user . The program is multi-user.
