Why does the processor not give the maximum frequency at 100% load?

Only observed when running Dark Souls Remastered
Core i5-2520M 2.5 GHz (3.2 GHz Turbo)

Because the frequency in Turbo Boost rises, provided that not all processor cores are utilized. Due to their downtime, the power of other cores increases.

There is a suspicion that your list does not display the frequency of the processor, but the frequency of the graphics processor (which is HD). Although there should be 1300Mhz max for this in terms of spec, but it shows 1500+
Better try other software, for example CPU-Z, suddenly there is a jamb in it.

Notebooks have a limitation in the form of a cooling system that can remove a limited amount of heat (thermal pack). And it is divided between the video card and the processor, and in order to fit into it, the processor resets the frequency.
