Why does the processor frequency jump (idle)? Is it normal?

Tell me, is this normal for the processor? I didn’t notice this before (but I could just not pay attention to it).
Holds 4700 MHz under load .
My configuration:
1) Processor i9 9900k.
2) MSI z390 gaming plus motherboard
3) 16GB RAM 3400hz
4) msi 2080ti graphics card
