Put a high priority on the process, zero sense. I started Intel monitoring, writes 2.3 MHz and energy saving mode, although it costs high performance. If anyone can help please help

The processor has 4 cores. Apparently your software (GTA5) is not sharpened for the use of all cores. Or the bottleneck is not a percent at all, but for example a vidyashka or working with RAM.
It is better to load percents with an archiver or coding.
