Why does the player panel move out?

Recently, a very disturbing bug has appeared. The flash-player control panel (or maybe not :D well, in the sense that it is no longer used in html5) slides down under the taskbar. Screen attached. And on different sites such garbage. Screenshot here from YouTube for example, but on other players such crap. For example, on VKontakte.
P.S. Windows 10, Google Chrome.
upd. Moreover, it seems that the problem is not even in this, but in general somewhere in the system. Some other full-screen applications also began to suffer from this bug.

Questions - what version of Windows? What's the video card? Is everything updated? Does the taskbar automatically hide or is it always visible? And if the application is open on the FULL screen, then in theory it should not be visible in principle. Are there any applications that pull the taskbar out of full screen mode by switching focus to itself?
