Why does the phone activate search without ok google?

Sometimes in silence, or during noises and other conversations, the phone itself activates the voice input function, even when it is in the off mode, a white box with an animated equalizer icon pops up and the phone tries to type some abracadabra in the search, or something that it will catch from a song playing in the apartment, or a snippet of a phrase from a TV show. Or sometimes you play a toy on your phone, and this recognizer pops up on top of the game and tries to recognize voice input ...
What could be the matter? Is it a problem that the phone seems like someone said the phrase "Ok Google"?

Google application: Settings: Voice search: Recognition "Ok Google": On any screen - Disable
