Why does the PC hang?

I have a configuration:
Processor AMD FX 8150
Mat. board MSI 970 Gaming
HDD WD Blue 1 TB
Video card MSI Radeon R7 360OC
and RAM 4 GB DDR 3. OS Windows 7 and Windwos 10. Terribly hangs on all games friezes. The task manager shows as if there is no memory. By the way BIOS costs the last.

4gb is not enough in 2016, double or triple the amount of RAM.
And the friezes are due to the fact that the game "falls" into the swap file on the HDD when there is no RAM, and the HDD is tens of atoms and hundreds of times slower than RAM.
