Which stationary media player to choose with a Flash-enabled browser?

Good morning.
I want to buy a stationary media player (I think that's what it's called), but I have no experience in this. I read reviews on the Yandex market and, as usual, someone writes an excellent device, but it doesn’t work for someone.
Purpose: I have a regular TV with hdmi input, I need to connect something to it so that I can open a browser with flash support. I have a Lan cable and WiFi. It is desirable that the device also has a Lan input. The main criterion is reliability;) HDD, USB, the ability to read files over the network - I will not use all this (if all this is in the device, but does not work well, then this is not critical for me, the main thing is the browser).

You need the ability to go to the Internet from the TV and surf / watch videos on YouTube / listen to music, right?
For me, the choice would be between set-top boxes on smart tv and on android, and, most likely, I would lean towards the second option, because. gives more freedom and flexibility in the process of using the device. Choosing an android set-top box is about the same as choosing an android smartphone: we look at the characteristics (1 GHz x 2 proc, 1 Gb ram, mali-400 minimum). If everything is good there, read the reviews. And if everything is fine there, then we check the presence of a remote control and the ability to connect a mouse / keyboard, buy and enjoy life.
