Why does the Mozilla Firefox browser always show Russian sites in the Top sites section?

Good day to all.

I drew attention to one feature of the Mozilla browser. In some official linux distributions (eg Debian, Ubuntu, mint), in which it is included by default, when you open the browser, Russian sites are visible in the Top sites section - VK, avito, ok and the Yandex search engine.
Why, no matter what OS I install, and no matter how I separately download the mozilla, Russian sites always appear in the Top sites section?
What does it depend on?

the ip address and/or the accept-language header is checked.
By the way, this does not only happen in firelis.

You can disable this crap altogether and the new tab will have a blank page. And fuck what they decided to put in there. This is the only way I use the browser.
